The website of the State Revenue Committee (SRC) of Armenia was again recognized as the least transparent among official websites of state bodies of Armenia during research held by the Freedom of Speech Defence Committee in February-April, 2011.

The transparency of the website was estimated to be 4,17 percent.

Ashot Melikyan, head of the Freedom of Speech Defence Committee, says the monitoring focused on four criteria - existence of information, its completeness, availability and urgency.

The websites of Ministry of Justice and Armenian Police go before the SRC website.

"The website of the Ministry of Transport and Communication is in the top position with 46,96% of transparency. The Ministry of Labor and Affairs and the Ministry of Agriculture are respectively in the second and third places, with 45,85% and 41,67% of transparency.

The National Security Council was not included in the list, since it is a close structure. The Ministry of Emergency Situations was not studied due to lack of website.

The Freedom of Speech Defence Committee also monitored ten provincial websites, which, according to Ashot Melikyan, have the same structure as the capital websites.

The studies revealed that the website of Armavir marz has the highest position (30%), followed by Syunik (29.01%) and Aragatsotn (27,17%). The websites of Ararat and Gegharkunik marzes cannot be visited at all, while the others provide little information.

Five website, according to their importance, were estimated separately: the websites of the Prosecutor's Office, the Constitutional Court, the Government, the National Assembly, and the President of Armenia. The website of the Prosecutor's Office proved to have the highest rating (56,88%).

The others were considered to be transparent in descending order: President's website (33,03%), National Assembly ((48,39%), Government (42,65%), Constitutional Court (43,22%).
