EU Integration

EU Integration Committee of Georgia 

 

The Committee on European Integration was established in spring, 2004. It monitors the implementation of the "Partnership and Cooperation Agreement” and activities undertaken by the government on EU related issues, including timely implementation of the National Programme of Law Harmonization. According to the Article 43 of the PCA, Georgia assumed an obligation to approximate its legislation to EU norms and consequently started the implementation of the National Program of Law Harmonization. The plan that focuses on 13 main sectors, was elaborated by the Georgian and foreign experts on the basis of the PCA. The Committee on European Integration has important legislative function. It participates in the law-drafting process and examines draft laws initiated by the government or other Parliamentary Committees and check their compliance with EU norms. The committee also monitors the preparation of the Action Plan within the framework of the European Neighbourhood Policy, the negotiations between the representatives of Georgia and EU and closely cooperates with governmental and non-governmental organizations in implementation of various tasks. The Parliament of Georgia defines main foreign policy directions of the country including general policy for the EU Integration. Therefore, the Committee on European Integration established deep partnership with the respective legislative and executive bodies of foreign countries.

The Committee on European Integration actively cooperates with relevant bodies of Georgia and foreign countries. Different meetings, activities were held and several projects were implemented in cooperation with governmental and non-governmental organizations. The committee monitors the preparation of the Action Plan within the framework of the European Neighborhood Policy and negotiations between Georgia and EU. It also monitors the governmental activities on EU-related issues and implementation of Partnership and Cooperation Agreement. Consequently, the Committee on European Integration holds Committee hearings, where the activities undertaken by the governmental structures on EU issues are discussed. 

The Parliament of Georgia defines the foreign policy directions of our country and its general policy for European Integration. Therefore, the Committee is strengthening cooperation with respective Legislative and Governmental bodies of foreign countries. A number of meetings were held and the projects were implemented; Joint Declarations and Memorandums on Cooperation and Understanding were signed with the European Affairs Committees of foreign countries and other structures, etc.

  • 10. 09. 2004 – Memorandum of Understanding on support for the work of the Committee on European Integration of the Parliament of Georgia was signed by the Committee on European Affairs of the Saeima of the Republic of Latvia, the Committee on European Integration of the Parliament of Georgia, the All Party South Caucasus Group of the United Kingdom Parliament and the British non-governmental Organisation LINKS (London Information Network on Conflicts and State-building).
  • 30. 03. 2005 – Joint Declaration on Cooperation between the Committee on European Integration of the Parliament of Georgia and European Affairs Committee of Riigikogu of the Republic of Estonia was signed. 
  • 07. 06. 2005 – Joint Declaration on Cooperation between the Committee on European Integration of the Parliament of Georgia and European Affairs Committee of the Seimas of the Republic of Lithuania was signed.
  • 20. 10. 2005 – Joint Declaration on Cooperation between the European Affairs Committee of the Supreme Rada of Ukraine and the Committee on European Integration of the Parliament of Georgia was signed in Kiev.
  • 20. 10. 2005 – Memorandum of Understanding between the Committee on European Integration of the Parliament of Georgia and European Institute for International Relations (IERI) was signed.
